Ongoing management
External Transport Manager services
For operators who need a nominated Transport Manager, Paul provides the time, experience and oversight required to continuously and effectively manage the transport operation.
Support is tailored to the size and complexity of your operation and may include:
- Regular operator and operating-centre visits
- Maintenance, safety-inspection and defect-system oversight
- Drivers’ hours, working-time and tachograph monitoring
- Driver licence, training and competency checks
- Monitoring operator-licence undertakings and authorised vehicle limits
- Compliance reporting, documented actions and follow-up
- Practical guidance when weaknesses or risks are identified
Every appointment is subject to the required operator-licence process and approval by the Traffic Commissioner.
Additional support
Ongoing Compliance Support
Your nominated Transport Manager may already be in place but short of time or additional resource. This service provides extra capacity without blurring who holds the legal responsibility.
Support can be arranged as regular monthly assistance or tailored to particular areas of concern and may include:
- Reviewing maintenance and safety-inspection records
- Monitoring vehicle defects, repairs and outstanding actions
- Checking drivers’ hours, working time and tachograph records
- Reviewing driver licences, training and compliance documentation
- Monitoring key dates, including MOTs, inspections and licence renewals
- Identifying recurring weaknesses and recommending corrective action
- Providing clear compliance reports and action plans
- Supporting the Transport Manager with follow-up and record keeping
This service strengthens your existing compliance arrangements. It does not replace the legal responsibilities of the operator or nominated Transport Manager.
Independent review
Compliance Audits & Reviews
Do not wait for DVSA to be the first to identify a weakness. An independent review shows what is working, where the risks sit and which actions should come first.
The review can cover the whole transport operation or focus on a particular area of concern, including:
- Operator-licence undertakings and authorised vehicle arrangements
- Maintenance planning, safety inspections and MOT performance
- Daily defect reporting, repairs and vehicle-off-road controls
- Drivers’ hours, working time and tachograph management
- Driver licensing, training and competency records
- Document control, record keeping and compliance monitoring
- Previous infringements, recurring issues and outstanding actions
Following the review, you receive a clear written report identifying strengths, risks and prioritised corrective actions. PVP can also provide follow-up support to help implement and monitor the required improvements.
The review provides an independent assessment of the records and systems examined at that time; it does not replace the operator’s or Transport Manager’s legal responsibilities.
Applications and variations
Operator Licence Support
Operator Licence applications and variations involve more than completing a form. PVP helps you understand the requirements, organise the evidence and check that a straightforward submission is complete and consistent.
Support may include:
- Explaining the different licence types and typical application requirements
- Helping you gather and organise the information and supporting documents required
- Reviewing proposed operating centres and authorised vehicle and trailer numbers
- Guidance on the required newspaper advertisement and timing
- Explaining the financial-standing evidence normally required
- Reviewing proposed maintenance, safety-inspection and Transport Manager arrangements
- Explaining operator-licence undertakings and ongoing responsibilities
- Checking straightforward applications for completeness and consistency before submission
- Helping you understand requests for further information and when specialist advice may be needed
PVP provides practical preparation and checking support. The applicant remains responsible for submitting the application and ensuring the information supplied is accurate. Complex, contentious or enforcement-related matters may require advice from a specialist transport solicitor. All applications are determined by the Traffic Commissioner.
Structured improvement
Corrective Action Support
Finding a weakness is only the start. PVP works alongside the operator and Transport Manager to turn findings into owned actions, sensible deadlines and evidence that the improvement has actually happened.
Support may include:
- Reviewing identified weaknesses and supporting evidence
- Establishing likely causes—not merely treating symptoms
- Prioritising actions according to risk and urgency
- Assigning responsibilities and realistic completion dates
- Improving maintenance, defect, tachograph or driver-management controls
- Updating procedures, checklists and compliance records
- Monitoring completion and documenting progress
- Conducting follow-up checks to confirm improvements are working
PVP provides practical operational improvement support but does not provide legal advice or representation at a Public Inquiry. Serious enforcement matters may require a specialist transport solicitor or another suitably experienced adviser.
Bronze, Silver and Gold
FORS Accreditation Preparation & Support
FORS preparation can become a scramble for evidence. PVP helps fleet operators work through the requirements in a structured way before Bronze audit, and supports accredited operators maintaining Bronze or progressing towards Silver and Gold.
Support may include:
- Reviewing current arrangements against the latest FORS Standard
- Completing a readiness review before the official Bronze audit
- Identifying missing policies, records, training and evidence
- Helping develop practical procedures and prioritised action plans
- Reviewing driver, vehicle and management documentation
- Preparing the responsible person and wider team for the audit
- Supporting accredited operators with Silver and Gold evidence and submissions
- Supporting corrective action following an unsuccessful audit
- Providing ongoing checks to help maintain accreditation
